Important Updates

Real Estate Re-Inspection Program-Beginning September 29, 2026

The City of Lynn Board of Assessors is conducting its cyclical property re-inspection program as required by the Massachusetts Department of Revenue and Massachusetts General Laws. This involved visiting properties that have not been visited by the Assessing Department within the last 10 years.

Inspectors will verify exterior property information and may request permission to conduct a brief interior inspection, which typically takes about ten minutes. If no one is available, we may leave a notice with contact information.

While interior inspections are voluntary, your cooperation helps ensure your property is assessed using accurate information rather than estimates. This program is not intended to increase taxes but to maintain current and accurate records.

All inspectors carry official City of Lynn identification and are authorized to perform inspections on behalf of the City.

Personal Property Data Collection- Current

 The Assessing Department is currently conducting a data collection and business inspection program throughout the City.

Representatives from Catalis Inc. (formerly Patriot Properties) are performing inspections of taxable business assets.

The Board of Assessors

The Board of Assessors is the local agency that handles all local taxes as set by the General Laws of the Commonwealth.

The Lynn Board of Assessors has three members:

• The Director of Assessing, appointed by the Chief Financial Officer.

• Two Assessors, appointed by the City Council.

Supporting Staff: The Board is supported by:

• A field appraiser, who inspects and measures properties.

• Three clerical staff members who manage the Board's database and assist with administrative tasks.

Oversight by the Department of Revenue

The Department of Revenue's (DOR) Division of Local Services (DLS) oversees the Assessing Department's work. The DOR certifies that property is assessed at full and fair cash value and reviews revenue and spending projections to ensure compliance with Proposition 2-1/2 before approving the tax rate each year.

Assessment Procedures

The Board's assessment methods are reviewed every five years to meet minimum performance standards. This ensures full and fair cash valuation, approved by the Commissioner of Revenue.
