(Salary range determined by educational attainment per collective bargaining agreement. The successful candidate must possess, at minimum, a Bachelor of Science in Nursing degree.)
Overview
The Lead Public Health Nurse will develop Public Health Nursing protocols and standards for the City of Lynn Department of Public Health (DPH). The Lead Public Health Nurse will be responsible for planning to ensure adequate staffing of vaccination clinics, home visits, and case investigations. This position will develop standard operating procedures and workflows for case and outbreak investigations, contact tracing efforts, and community outreach projects. This nursing leadership position ensures high quality nursing practice within Lynn DPH, by organizing surveillance and clinical nursing activities and directing and evaluating the professional practice of nurses, according to established standards of care.
Under the supervision of the Director of Public Health, the Lead Public Health Nurse duties include but are not limited to:
• Supervises epidemiologist as directed by the DPH director.
• Provides technical assistance to other health care providers, community agencies, and the public as requested.
• Ensures equitable approach to communicable disease follow-up and prevention that incorporates racial justice principles.
• Organizes, directs, continually monitors, and thoroughly evaluates the case investigations and follow-up by DPH nurses and other epidemiology staff.
• Provides feedback to the Public Health Director on the performance of individual DPH nurses and epidemiology staff, utilizing observations of practice, and coaches, counsels, and corrects nursing and epidemiology staff work performance.
• Participates in the recruitment, interviewing, orienting and retention process.
• Supports staff in identifying opportunities to enhance surveillance skills and for professional development.
• Supports DPH operations by initiating, coordinating, and enforcing program and operational policies.
• Participates in identifying and developing in-service training agendas and programs for nursing staff and other disciplines on new and emerging topics.
• Uses digital devices, electronic medical records, and database systems.
• Facilitates relationships with community sites including supporting and maintaining partnerships.
• Maintains a cooperative relationship within Lynn DPH as well as with regional partners by communicating information, responding to requests, building rapport, and participating in regional collaboratives.
• Supports DPH staff during changes in assignment during normal operations and during times of unforeseen events and emergencies.
• Supports public health programs (such as vaccine clinics and TB monitoring) as appropriate in procuring appropriate equipment, supplies and educational materials for surveillance, infection control, and program outreach.
• Provides clinical expertise on projects, assessment development, and program protocols.
• Provides written reports for program stakeholders.
• Develops and implements programs to address community health needs in coordination with the Public Health Director.
• Oversees development, updating, drilling, and training of emergency plans related to infectious disease under the guidance of the Public Health Director.
• Coordinates community education events in relevant and seasonal topics.
• Performs other duties as required.
Qualifications
•
Bachelor's Degree in Nursing (BSN) required
.
•
Licensed to practice as Registered Nurse in Massachusetts
.
• Master's Degree in Public Health, Nursing, or related area preferred.
• Five (5) or more years of clinical nursing experience preferred.
• Demonstrated skill in evaluating the health needs of population groups and identifying individuals at high risk.
• Ability to teach, counsel and collaborate with others to provide services for diverse high-risk individuals, families, and organizations.
• Demonstrated skill in recording and interpreting complex health data and making informed judgments related to client care and population health problems.
• Experience recording, compiling and interpreting data and supervising others with regard to data.
• Excellent verbal and written communication skills and the ability to interpret public health measures and regulations to lay members of the community.
• Uses data to identify community needs.
• Well developed and demonstrated leadership ability.
• Fluency in English and an additional language (ex: Spanish, Khmer, Haitian Creole, Portuguese, Arabic) highly preferred.
• Experience with 60+ population advantageous.
• When applicants are substantially similar in terms of qualifications, preference will be given to candidates who have resided in the City of Lynn for a continuous twelve-month period prior to the date of posting.
