INVITATION TO BIDDERS
TEMPORARY MODULAR FIRE STATION BUILDING
19 PORTER STREET
LYNN, MA 01902
The City of Lynn invites sealed bids for the construction of a 3,000 square-foot modular building at 19 Porter St, Lynn, MA 01902 to serve as temporary fire station quarters. The scope of this project includes, but is not limited to, the design, prefabrication, delivery, on-site assembly, and installation of the modular building. This modular building will be leased for a 12-month period and, following this duration, will require disassembly and removal from the site.
The work is estimated to cost $800,000.
The project is expected to commence on or about October 21, 2024 and be completed no later than March 31, 2025. Time is of the essence for the completion of this project.

All plan holders must have an active online account on www.Projectdog.com to acquire documents and to receive project notifications. Documents may also be viewed, but not removed, from the office of Projectdog Inc., 18 Graf Road - Unit 8, Newburyport, MA 01950, Monday – Friday, 8:30 AM to 5:00 PM.
Proposals must be submitted to the OFFICE OF THE PURCHASING AGENT, Room 205, 3 CITY HALL SQUARE, LYNN, MASSACHUSETTS prior to 2:00 P.M., THURSDAY, NOVEMBER 12, 2024.
TWO (2) COPIES of PROPOSALS with all pertinent QUALIFICATIONS MUST BE SUBMITTED IN SEPARATE ENVELOPES AND MARKED QUALIFICATIONS. The Declaration Form MUST BE SIGNED and submitted in the QUALIFICATIONS ENVELOPES.
TWO (2) COPIES of PRICE PROPOSAL prices MUST BE SUBMITTED IN SEPARATE, SEALED ENVELOPES AND MARKED PRICE PROPOSAL and submitted at the same time.
Proposals submitted must have, IN THE QUALIFICATIONS ENVELOPE, both a current Certificate of Eligibility as issued by the Division of Capital Asset Management and Maintenance (DCAMM) and an Update Statement current as of the proposal due date. The category of work is Modular Construction/Prefab or General Building Construction.
Each proposal must be accompanied, IN THE QUALIFICATIONS ENVELOPE,
by a FIVE PERCENT (5%) BID DEPOSIT OF THE TOTAL BID PRICE in the form of Certified Check, Cashier’s Check or Bid Bond payable to the City of Lynn and will become the property of the City of Lynn on the failure of the successful bidder to sign a contract within fourteen (14) days after notification of acceptance of the bid or by other default. A PAYMENT BOND IN THE AMOUNT OF ONE HUNDRED PERCENT (100%) OF THE TOTAL BID AND A PERFORMANCE BOND IN THE AMOUNT OF ONE HUNDRED PERCENT (100%) OF THE TOTAL BID IS REQUIRED OF THE SUCCESSFUL BIDDER.
All bonds submitted to the City of Lynn must be issued by an Insurance Company licensed to issue bonds in the Commonwealth of Massachusetts and approved by the U.S. Department of the Treasury. All bonds must be satisfactory in form to the City Solicitor.
Certifications regarding Public Contract Debarment under MGL, Chapter 29, Section 29F, Certificate of Non-Collusion, MGL, Chapter 40, Section 4B1/2, or Chapter 30, as applicable and the Attestation Statement Payment of Taxes, MGL, Chapter 62C, Section 49A, must be signed and submitted with an original signature or the bid will be rejected.
Under provisions of Massachusetts General Laws, Chapter 149, Sections 26 and 27, pertaining to Minimum Wage Rates, these wage rates are applicable to this contract and will become a part of the contract documents. The contractor is required to submit a copy of their weekly payroll records to the Awarding Authority on a weekly basis.
This is bid under MGL Chapter 149 Section A-J.
The City of Lynn reserves the right to reject any bid which, in its judgment, fails to meet the requirements of this Advertisement for Bids or which is incomplete, conditional, or obscure, or which contains additions or irregularities, or in which errors occur in addition to the foregoing. The City of Lynn also reserves the right to reject any and all proposals if it deems such rejection(s) to be in the best interest of the City. Any fees or other expenses of the bidders associated with this Advertisement for Bid process are solely the responsibility of the bidders.
