DREWICZ ELEMENTARY SCHOOL
WINDOWS AND DOOR REPAIRS


The CITY OF LYNN, the Awarding Authority, invites sealed bids from Contractors for the Window and Door Repair - Drewicz Elementary School at Drewicz Elementary School in Lynn, Massachusetts, in accordance with the documents prepared by GORMAN RICHARDSON LEWIS ARCHITECTS.

The Project consists of but not limited to:
Removal and replacement of existing windows with new window systems. Brick and sill masonry repairs. Concrete repair around window openings at foundation. Structural steel repairs at window openings Replacement of rear main entrance door and accessories with ADA requirements and security system.

General bids and sub-bids shall be accompanied by a bid deposit that is not less than five (5%) of the greatest possible bid amount (considering all alternates) and made payable to the City of Lynn. The cost for Labor & Materials Payment Bond and Contract Price Performance Bond shall be included with the Bid price and shall be for one hundred percent (100%) of Contract price.

Selection of the Contractor will be based upon Bidder qualifications, including evidence of past performance in similar projects, and bid price and as outlined in the Bid Documents. The Contract will be awarded to the Bidder deemed by the awarding authority to be the lowest responsible and eligible Bidder.

The Bidder agrees that its bid shall be good and may not be withdrawn for a period of 30 days (Saturdays, Sundays, and legal holidays excluded) after the opening of the bids.

The Town reserves the right to waive any informalities, to accept or reject, in whole or in part any or all bids, or take whatever other action may be deemed to be in the best interest of the Town.

The work is estimated to cost $4,000,000.00.

All bidding Requests for Information (RFIs) shall be submitted online by 11/08/2024 at 2:00PM EST for filed sub-bids and by 11/08/2024 at 2:00PM EST for general bids.
Bids are subject to M.G.L. c.149 §44A-J & to minimum wage rates as required by
M.G.L. c.149 §§26 to 27H inclusive.

REQUEST FOR PROPOSAL
CONSULTING SERVICES - PREPARATION OF 5-YEAR CONSOLIDATED PLAN

The City of Lynn is requesting proposals from qualified professional firms/consultants to provide planning services, technical advice and assistance in connection with the preparation and submission of the Five-Year Strategic Consolidated Plan (“Con Plan”) required by the U.S. Department of Housing and Urban Development (“HUD”).

Specifications may be obtained starting Monday, November 4, 2024 at the City of Lynn Purchasing Department, Room 205, 3 City Hall Square, Lynn, MA 01901. Specifications are available by email/mail on request at [email protected] or calling 781-586-6893. Specifications are available until the due date specified below.

Non-Price proposals and price proposals must be sealed and clearly marked in separate envelopes as outlined in request for proposal specifications. Any proposal not received in this manner will be rejected. Emailed proposals will not be accepted.

Proposals in form must be submitted to the City of Lynn at the above address no later than 11:00AM, Tuesday, November 19, 2024.

RHODES MEMORIAL CHAPEL
EXTERIOR RESTORATION

The City of Lynn, Massachusetts, the Awarding Authority, invites sealed bids from General Contractors for the exterior restoration of the Rhodes Memorial Chapel located in the Pine Grove Cemetery at 145 Boston Street, Lynn, MA, which is listed in the State and National Registers of Historic Places. The project is being partially funded with a grant from the Massachusetts Preservation Project Fund (MPPF) through the Massachusetts Historical Commission.
All work must be performed in accordance with the documents prepared by and available from the architect: Spencer Preservation Group, 41 Valley Road, Suite 211, Nahant, Massachusetts 01908 (617-227-2675) and meet the Secretary of the Interior’s “Standards for the Treatment of Historic Properties”.
The scope of the work includes:
• Selective masonry repairs and repointing
• Selective replacement of clay tile roofing and associated flashing
• Replacement of copper gutters and downspouts
All bids for this project are subject to the stricter applicable public bidding laws of Massachusetts, including G.L. c.149, §44A through 44H, as amended and Federal Regulations 2 CFR 200.
Attention is directed to the minimum wage rates to be paid as determined by the Commissioner of Labor and Industries and the weekly payroll record submittal requirements under the provisions of Massachusetts General Laws, Chapter 149, Section 26 through 27D inclusive and Federal Davis Bacon Act. Contractor is responsible to pay the higher of the two (2) wage rates

TEMPORARY MODULAR FIRE STATION BUILDING
19 PORTER STREET
LYNN, MA 01902

The City of Lynn invites sealed bids for the construction of a 3,000 square-foot modular building at 19 Porter St, Lynn, MA 01902 to serve as temporary fire station quarters. The scope of this project includes, but is not limited to, the design, prefabrication, delivery, on-site assembly, and installation of the modular building. This modular building will be leased for a 12-month period and, following this duration, will require disassembly and removal from the site.

The work is estimated to cost $800,000.

The project is expected to commence on or about October 21, 2024 and be completed no later than March 31, 2025. Time is of the essence for the completion of this project.

TWO (2) COPIES of PROPOSALS with all pertinent QUALIFICATIONS MUST BE SUBMITTED IN SEPARATE ENVELOPES AND MARKED QUALIFICATIONS. The Declaration Form MUST BE SIGNED and submitted in the QUALIFICATIONS ENVELOPES.

TWO (2) COPIES of PRICE PROPOSAL prices MUST BE SUBMITTED IN SEPARATE, SEALED ENVELOPES AND MARKED PRICE PROPOSAL and submitted at the same time.

Proposals submitted must have, IN THE QUALIFICATIONS ENVELOPE, both a current Certificate of Eligibility as issued by the Division of Capital Asset Management and Maintenance (DCAMM) and an Update Statement current as of the proposal due date. The category of work is Modular Construction/Prefab or General Building Construction.

Each proposal must be accompanied, IN THE QUALIFICATIONS ENVELOPE,
by a FIVE PERCENT (5%) BID DEPOSIT OF THE TOTAL BID PRICE in the form of Certified Check, Cashier’s Check or Bid Bond payable to the City of Lynn and will become the property of the City of Lynn on the failure of the successful bidder to sign a contract within fourteen (14) days after notification of acceptance of the bid or by other default. A PAYMENT BOND IN THE AMOUNT OF ONE HUNDRED PERCENT (100%) OF THE TOTAL BID AND A PERFORMANCE BOND IN THE AMOUNT OF ONE HUNDRED PERCENT (100%) OF THE TOTAL BID IS REQUIRED OF THE SUCCESSFUL BIDDER.

All bonds submitted to the City of Lynn must be issued by an Insurance Company licensed to issue bonds in the Commonwealth of Massachusetts and approved by the U.S. Department of the Treasury. All bonds must be satisfactory in form to the City Solicitor.

Certifications regarding Public Contract Debarment under MGL, Chapter 29, Section 29F, Certificate of Non-Collusion, MGL, Chapter 40, Section 4B1/2, or Chapter 30, as applicable and the Attestation Statement Payment of Taxes, MGL, Chapter 62C, Section 49A, must be signed and submitted with an original signature or the bid will be rejected.

Under provisions of Massachusetts General Laws, Chapter 149, Sections 26 and 27, pertaining to Minimum Wage Rates, these wage rates are applicable to this contract and will become a part of the contract documents. The contractor is required to submit a copy of their weekly payroll records to the Awarding Authority on a weekly basis.

This is bid under MGL Chapter 149 Section A-J.

The City of Lynn reserves the right to reject any bid which, in its judgment, fails to meet the requirements of this Advertisement for Bids or which is incomplete, conditional, or obscure, or which contains additions or irregularities, or in which errors occur in addition to the foregoing. The City of Lynn also reserves the right to reject any and all proposals if it deems such rejection(s) to be in the best interest of the City. Any fees or other expenses of the bidders associated with this Advertisement for Bid process are solely the responsibility of the bidders.
