REQUEST FOR PROPOSALS
ADA-SELF ASSESSMENT AND TRANSITION PLAN

The City of Lynn (MA) is soliciting proposals from qualified individuals/firms to conduct a self-evaluation and transition plan in accordance with the Americans with Disabilities Act (ADA). All public entities under Title II of the ADA are subject to complete a self-evaluation and transition plan that serves to provide a strategy for making public buildings, services, activities and programs more accessible. Lynn is seeking to acquire professional services from an individual/firm that specializes in ADA compliance to complete the self-evaluation and transition plan for its municipal buildings, parks and recreational amenities, and parking lots.

Specifications may be obtained starting on Monday, March 30, 2026 at Lynn City Hall Purchasing Department, Room 206, 3 City Hall Square, Lynn, MA 01901. Specifications are available via email/mail upon request by contacting the purchasing department at 781-586-6893 or by email at: [email protected]. Specifications are available until the due date specified below.

Non-Price proposals and price proposals must be sealed and clearly marked in separate envelopes as outlined in request for proposal specifications. Any proposal not received in this manner will be rejected. Emailed proposals will not be accepted.

INVITATION FOR BID
DCF/HOMELESS STUDENT TRANSPORTATION

The City of Lynn, acting through the School Department, will receive bids for the transportation of students in DCF care or Homeless as outlined in bid specifications.
Specifications may be obtained starting, Monday, May 11, 2026 at the City of Lynn Purchasing Department, Room 206, 3 City Hall Square, Lynn, MA 01901. Specifications are available by email upon request at [email protected] or by calling 781-586-6893. Specifications are available until the due date specified below.

Bids must be submitted in a sealed envelope clearly marked: Bid# 03-675 DCF/Homeless Student Transportation. All bids must be submitted to the purchasing department at the address above no later than 11:00am on Thursday, May 28, 2026 and will be publicly opened, forthwith. Emailed bids will not be accepted.

If applicable bids are subject to the Department of Labor Standards Prevailing Wage Rate under the provisions of M.G.L.c.149 §§ 26 - 27H.

CITY OF LYNN
REQUEST FOR PROPOSALS
SALE OF 78 ROCKDALE AVE

The City of Lynn, through the Lynn City Council and Public Property Committee, is seeking qualified buyers to submit proposals to purchase the City-owned parcel at 78 Rockdale Ave in the City of Lynn, MA. The Lynn City Council will select the highest price proposal that meets the purpose of the RFP to create additional housing unit(s) and is not otherwise barred by law from being awarded the bid.

Requests for Proposal (RFP) specifications may be obtained starting Wednesday, April 22, 2026. Specifications will be emailed or mailed upon request to [email protected] or calling 781-586-6893.

A Pre-Submission Meeting will be held at the property Tuesday, May 5, 2026 at 10:00 am. This will include a tour.

Proposals must be clearly marked and submitted in a sealed envelope to the City of Lynn Purchasing Department, Room 206, 3 City Hall Square, Lynn, MA 01901 before 12:00pm on Wednesday, May 27, 2026. Submission must be marked on outside of envelope with “RFP #03-674 Sale of 78 Rockdale Ave” and submitted in form as required by RFP Specifications.

Proposal must be accompanied by proposal security in the form of Certified Check or Bid Bond payable to the “City of Lynn” in the amount of $10,000.

The City reserves the right to reject any and all proposals as may appear in the best interest of the City of Lynn. The successful proposer must be prepared to enter into a Purchase and Sale Agreement no later than thirty (30) days from the date the sale has been awarded.

Elevator Services

The City of Lynn is soliciting bids from licensed elevator service companies to provide annual inspection, maintenance and repair service of elevators in all school and municipal buildings located in Lynn, MA. Contract is expected to start June 15, 2026.

Specifications may be obtained starting, April 22, 2026 at Lynn City Hall, Purchasing Department, Room 206, 3 City Hall Square, Lynn, MA 01901. Specifications will be available via email/mail by contacting the purchasing department at 781-586-6893 or by email: [email protected]. Specifications are available until the due date specified below.

Bids must be submitted in a sealed envelope and clearly marked: “Bid #03-669 – Elevator Services”. All bids must be submitted in form to the purchasing department at the above address before 11:00am, Tuesday, May 12, 2026. Bids will be publicly opened and read forthwith.

All General Bids must be accompanied by a copy of a Department of Capital Asset Management and Maintenance (DCAMM) “Certificate of Eligibility” (DCAMM Form CQ-7) and a “Contractor Update Statement” (DCAMM Form CQ-3). The category of work for which the Bidder must be certified is: Elevators

Bid must be accompanied by a bid deposit that is not less than five (5%) of the total bid price in the form of certified check, cashier’s check or bid bond payable to the City of Lynn.

100% Payment and Performance Bond in the total bid amount will be required of awarded contractor. Bids are subject to M.G.L. c.149 and to the minimum prevailing wage rates as required by M.G.L.c.149 §§ 26 – 27D.

Breed Middle School
Asbestos Abatement

The City of Lynn is soliciting bids from licensed asbestos abatement contractors for the removal of asbestos containing materials at the Breed Middle School located at 90 O'Callaghan Way, Lynn, MA 01905.

The work includes asbestos abatement and related work associated with the remove of existing asbestos floor tiles, floor tile adhesive, insulation at pipe fittings (elbows, valves, tee’s etc.), fire doors with glazing compound and encapsulation of interior caulking located on the first and second floors of the building.

Project cost estimated at $125,000.00 considering all alternates. Work must be completed during school summer closing and completed in accordance with the following schedule:
• Group 3: on or before July 6, 2026
• Group 1: on or before July 12, 2026
• Group 2: on or before July 18, 2026
• Group 4: on or before July 24, 2026

Bids are subject to M.G.L. c.149 and to the minimum prevailing wage rates as required by M.G.L.c.149 § § 26-27D.
