Salary
$73,368.80-$91,711.00
(Salary determined by educational attainment per collective bargaining agreement)

Duties
Under the direction of the ISD Chief/Building Commissioner or his designee, the Ordinance Enforcement Officer (Civil Engineer III):
Enforces various city ordinances:

Alarm systems, graffiti, litter and refuse, refuse containers, weed and plan nuisances, misc. health & safety; house numbering, and all other applicable ordinances as determined by the ISD Chief.

Assists Chief in enforcing the following ordinances:
Zoning Ordinance
• Investigates zoning complaints
• Cites violators of zone ordinance
• Determines legal use of properties
• Performs research on land use
• Conducts field inspections
• Reviews and processes home occupancy permits
• Processes Zoning Board of Appeals Applications
• Coordinates with GIS consultant on Zone Map changes
• Processes Site Plan Review Applications
Sign Ordinance
• Conducts field inspections
• Reviews signs for compliance with sign ordinance
• Cites violators of sign ordinance
• Coordinates with sign permit applicants
Abandoned Foreclosed Property Ordinance
• Investigates reports of abandoned properties
• Contacts banks/owners
• Cites for violations of ordinance
• Oversees cleanup of abandoned properties
• Maintains database of properties
• Manages registrations of abandoned properties

Related Duties
Conducts, tabulates, analyzes and presents in report form information on land use and structures
Maintains files, databases and records regarding land use, citations, and permits
Communicates with citizens, office holders and business/governmental organizations
Writes citations and for violations to ordinances
Writes orders for violations to all ordinance including Zone, Sign, AFP ordinances

Requirements
Ability to produce correspondence, reports, and utilize Microsoft Office; Ability to communicate clearly in written, verbal and electronic communications; Ability to work outside to conduct inspections, in an office environment and on a time schedule; Ability to work outdoors in varying weather; Bachelor’s degree preferred or 10 years’ experience in zoning and ordinance enforcement; Massachusetts Driver’s License. Bilingual/bicultural applicants strongly encouraged to apply; When applicants are substantially similar in terms of qualifications, preference will be given to candidates who have resided in the City of Lynn for a continuous twelve-month period prior to the date of posting.
